MSV = Medium Speed Vehicle

Currently 5 States(*) in USA have independently passed various regulations to allow MSV (Medium Speed Vehicles) to be registered and operated in the respective states.

However there is no such definition on Federal Level and therefore under the rules of preemption the Sale, Manufacture, Import or Distribution is Illegal activity as far as the Federal Government is concerned and Dealers, Mechanics or Manufacturers can be fined under the Federal Statue if they modify any LSV vehicle to exceed 25 MPH.

The MSV State regulations generally permit operating the vehicles at speeds up to 35 MPH.

Petition to NHTSA by MIROX Corporation was recently denied by NHTSA.

However its Docket (NHTSA-2008-0154) is now open to a public comment. The Action at this time is NOT FINAL, and therefore if there are number of positive comments that request adoption and definition of MSV classification on Federal Level that would mirror the already existing State Regulations, we can re-petition for reconsideration.
